
Summary
The assigned paramilitary defenders of Megakat City. They are armed with more unconventional weapons for a standard policing force, equipped with tanks, jets, and helicopters. The Enforcer ranks include commandos, pilots and officers, along with leadership positions including sergeants, lieutenants, the lieutenant commander and commander.
Commander
Head honcho of the Enforcers. The supreme authority. The big cheese. You get the idea. The commander is qualified to operate any and all Enforcer vehicles such as the sedan, tank, chopper and jet.
Has his or her own personal sedan, different from the others. Current commander is Ulysses Feral.
Uniform

Lieutenant Commander
Presumably the second in command. It is unknown what vehicles the lieutenant commander is qualified to operate, but presumably he or she can, like the commander, operate all Enforcer vehicles. Steele insisted he was not trained for aerial combat so presumably lieutenant commander(s) are only usually qualified for ground-based work, however Steele may be an exception as he was both new to his rank and a cowardly usurper who never received the proper training a lieutenant commander would’ve gotten.
Steele is the only known example of a lieutenant commander. It is unknown if there are others, or if Steele is/was the only one. Sometimes the lieutenant commander is called simply “lieutenant” for short.

Captain
It is unknown where in the Enforcer hierarchy the captain fits in, as only one captain was ever mentioned, and depicted onscreen as a generic pilot. Presumably he or she holds more authority than a lieutenant, as in real life, but the Enforcers seem to operate differently from real world police forces and militaries. For now, the Enforcer captain will remain an enigma. All that is known is they are qualified to pilot jets.

Lieutenant
The lieutenant seems to serve as the commander’s squad leader when part of a ground force. Possibly even a lieutenant commander’s as well. When in the air he or she is often their superior’s co-pilot or wingman.
A lieutenant is qualified to operate both choppers and jets. Felina Feral, Ulysses Feral’s niece, is one example of an Enforcer lieutenant (the only one shown, in fact).

Sergeant
The Enforcer rank with the largest amount of duties and functions. Primarily a sergeant acts as an aide to any of his or her superiors, serving as an errand runner of sorts, but can command a squad of ground troops.
They also act as guards at Enforcer Headquarters (normally at the front entrance and detention center) and can even be placed in command of security at top-priority Enforcer outposts and facilities, and veteran officers have desk-based jobs (see Smitty). Sergeants are presumably qualified to operate all Enforcer vehicles except for jets. Two examples of an Enforcer sergeant are Smitty and one (unnamed) individual abetting Commander Feral on numerous occasions, simply called “The Sergeant.”

Officer
Rank name is conjecture. Primarily these Enforcers act like ordinary police officers, patrolling the city in their sedans looking for trouble.
Only two of these patrolmen were depicted.

Commando
The backbone of the Enforcers. As their name suggests, commandos are soldiers trained in a manner similar to SWAT units, and are usually only called in to handle large-scale threats such as monsters or super villains. However, they can also be called in to assist in detaining dangerous criminals that other Enforcers can’t handle alone.
Commandos are trained as tank crews as well. Once, Feral called one a sergeant (it is possible the commandos have their own ranks but this may be a production mistake).

Pilot
Presumably on par with the commando in terms of rank (but not training). Qualified only to operate Enforcer aircraft such as jets and choppers.

Dispatcher
These guys are situated in a control room inside Enforcer Headquarters. Using headsets, they alert Enforcer units to crimes in progress and keep track of situations, acting as middlemen for Headquarters and any Enforcers in the field.
As far as is known they aren’t qualified to operate any vehicles except possibly sedans.

Scientist
Enforcer Headquarters has its own in-house biotech lab for dealing with various threats of chemical and biological nature.
Enforcer-employed scientists work here to counter the effects of these threats to the city. Presumably, they are civilians with Enforcer clearance. Dr. Konway is one such example of an Enforcer scientist.
Biohazard Control Team Member
Name is conjecture. Whereas the Enforcer scientists find ways to deal with viral, chemical and mutant threats, the members of the Enforcers biohazard team are the ones who go and deal with the problem in the field.
They wear full body cleansuits as well as body armor, and often carry flamethrowers. Presumably, they are specially-trained commandos.
