NSA – Negakat Security Administration
Mission Statement: Ensuring peace and stability for the past, present and future.
Agenda (public): Serving with near autonomy, the NSA serves as a check and balance for various other law enforcement agencies and threats both foreign and domestic. Typically provide other law enforcement agencies with information about upcoming threats and other points of interest. Rarely engage in actual law enforcement work, leaving the business end of apprehension to paramilitary police forces such as the Enforcers.
Agenda (private): The NSA makes deals and arrangements with various entities, both legal and illegal in attempts to gain information, technology and superiority that in theory protect the status quo as a whole. The ethical line is often redrawn and crossed in order to complete various agendas which include the elimination of magic and magic wielders, the development of new and dangerous weapons, altering the space-time continuum and the removal of those that would challenge the NSA’s autonomy.
History:
- Allied with Dark Kat to gain access to alien technology in exchange for “looking the other way” while he attacked Megakat City with an army of stolen (and non-pursued) robotic infantry and vehicles.
- Contracted Dr. Viper to develop a super soldier serum using a test group of kidnapped female civilians in Megakat City.
- Kidnapped Mayor Manx, Commander Feral, David Litterbin and Deputy Mayor Briggs to spark a feud between the Pastmaster and Madkat in order to harvest their activate magical pocket watch and kat-in-the-box respectively.
- Contracted the demoness Swytch to assassinate MBI Director Sulfur, MBI receptionist Stormcrow Selkirk, Sprites Tansy & Assana Burmilla, Journalist Ann Gora, and NSA traitor McGrath.
- Developed Ethereal Fusion Bomb and anti-enchantiton technology that both nullifies and destroys magical entities.
- Double-crossed Dark Kat and killed him in an air strike that resulted in much of Megakat Broadcasting Company’s building being destroyed.
- Placed Felony Kat in a position of power to take charge over the domestic criminal groups in Megakat City and leaderless empire of the now deceased Dark Kat.
- Most recently under the direction of McGrath and the authorization of Director Lyons used a tactical nuclear device with an anti-enchantiton core to destroy the Lord of Fire and his headqurters in the Realm of Fire, causing the realm to become engulfed in a civil war and lose sight of its goal of attacking the planet
Methods: The NSA prefers to remain subtle in its methods, using others when possible to accomplish its goals. Covert operations involving spying, assassination, bribery and political intervention are frequent. When public action is needed, the NSA moves quickly and professionally, and often disregards questioning much to the dismay of the press.
Abilities: The NSA has access to a plethora of resources that allows them to perform missions within various realms of expertise. Magic, time travel, biological engineering, computer hacking, special forces and military action are just a few of their abilities.
Weakness: The NSA makes its primary goal to keep its private agenda hidden, as exposure would result in a loss of autonomy and a removal of the administration’s power and authority. The NSA will do whatever is necessary to keep their activities secret, including blaming lone NSA agents for being “rogues” or “traitors” to avert consequences to the administration as a whole. The need for subtlety and the aversion of attention will also cause the NSA to terminate a mission or directive if there is a significant risk of exposure to another law enforcement agency or the media. For this reason, the NSA rarely attempts full scale operations that would draw attention to themselves.
Members:
Jason McGrath – former operative: Served as a spy within the MBI, gathering information about Cyberkats which included their weaknesses, social structure, abilities and programming makeup. Secondary objectives included influencing bureau activities and using the MBI’s position as a safe haven for those with unusual powers or abilities to gather intelligence. Ceased affiliation with the NSA when he discovered the NSA planned a mass genocide of Cyberkats (alternate timeline).
Jack Spinner – (former) current field operations manager: In charge of NSA private agenda. Wanted by many law enforcement agencies for acts of terrorism, felony criminal accomplices, kidnapping and murder. “Officially” is deemed a rogue agent to avert the media from making a connection, but in reality continues to operate NSA missions secretly. Is often responsible for the course research and development takes, along with determining mission priorities and assigning resources to them. He is in charge of payroll for assassination hires. He was killed by Josie Lyons.
Josie Lyons – (former) Director of the NSA. She had been chosen to replace Spinner as the Director of Operations at the NSA due to her “heroics” in uncovering and stopping Spinner in his many conspiracies. Since then, Josie has taken her role seriously and while she is trying to work with the MBI on good status, she still doesn’t care for the way the organization is ran (or some of the agents working there) and will do what she feels needs to be done whether they approve or not.
The NSA has since been decommissioned after its involvement with the quarantine and disablement of Megakat City proved too big to cover up. Director Josalyn Lyons was not charged with any crimes, though she was removed from her position and is not favored well by the media. Several rogue agents remain unaccounted for, with the Department of Defense leading an effort to capture them. The MBI has since been assigned by the federal government to takes its place, and its transition is currently in progress.
RPG Notes: The NSA was in essence, the anti-MBI. It served from a plot perspective as the juxtaposition of how both agencies use autonomy to further opposite goals. From our perspective, it added a bit of continuity between plots so that if we ever needed a quick idea or link that makes things go quicker/more interesting, we could simply use this.
The NSA also acted as a recurring theme, as they’re not necessarily the main “bad guy” in a plot but a means to convey villainous activities of other villains that need motivation or purpose. They also continue to reinforce the MBI spin-off style so that any SWAT Kat villain overuse can be avoided (if necessary).
